Can I, as an owner, speak up at a "special" board meeting? Bylaws state nothing.

A special meeting of the Board or membership is typically called for a specific purpose. Providing that you have something to contribute that directly relates to the purpose the meeting is called for then you should be allowed to speak. If your desire is to speak about an issue that isn't what the special meeting was called for, you shouldn't be surprised if the Board asks you to wait until the next regular meeting of the board as regular meetings typically have a place for an open forum or new business in the agenda.

I agree with Tim, Diana. The Special Meeting of the Board generally is only about one topic, which will be on the agenda that is posted well before the meeting (4 days in Cali). Your board, I hope, will permit owners' questions/comments about the topic before the board discusses it, but not during its deliberations. The board may (our board does) invite further questions/comments after they reach a decision.

The presider will most likely not entertain questions/comments about different topics, as Tim noted.

If this is a Board meeting, then the 'discussion' part of the motion would be by board members only UNLESS the presiding officer recognizes a person in the audience, who then would have permission to speak.

However, with a special meeting of the MEMBERS, there would be open discussion after the motion is made and seconded. But the discussion would have to be on topic.
