I am on the board in my neighborhood and it was recently brought to my attention that another member does not own their home. We have all property and tax records. Our bylaws state in order to run you must own your home, not be a tenant. Our bylaws also state that in order to remove a board member we must have an election and remove them with 2/3 vote. Do we have to follow the 2/3 rule since this person was elected under false pretenses?

perhaps he will resign and thus create a vacancy which may be filled by the Board? May be?

There shouldn't be any kind of removal process. They aren't qualified by default. So they are not qualified to be a board member. If anything, you will have to hold an election to fill that spot since it's technically "Vacant". It is great you have someone who wants to volunteer and be part of the community. Please try not to lose that relationship. They can still participate in some ways like a committee or neighborhood watch. It's hard to find anyone to volunteer in a HOA so you don't want to lose them...
