I am a board member of a POA in Ca. This is a business condo building with original bylaws from the 1977 build. We now have a full 5 person board for the first time in 10 or more years. The old board was one old guy who did the job because no one else wanted to get involved. Now we have members who want the new board to take action to solve problems (like bylaws nuisance violations). We need help with how to hold our monthly board meetings. When members can speak at meetings what items should be discussed in closed session. Any advice?

May I suggest you look into this law firm's web site. It is the definitive guide to California HOA's. Below is a link to the Open Meetings Act which will discuss when members can speak and what items shall be discuss in executive (closed) session.
