Questions:

1. Do you count in the quorum properties not current in dues and owner therefore not eligible to vote at the annual meeting?
2. In those properties where an owner resident has passed away but dues aare still being paid by a relative, is that property counted in the quorum even though the relative is not eligible to vote at the annual meeting because he/sheis not an owner or trustee of the property.

Depends on what your documents say. A Member may attend the meeting and help to establish a "Quorum" (the number of live bodies/or proxies needed to hold the meeting) but may not be eligible to vote. Be sure you understand the function of the quorum: the number needed to make the meeting "official."

2. In those properties where an owner resident has passed away but dues aare still being paid by a relative, is that property counted in the quorum even though the relative is not eligible to vote at the annual meeting because he/sheis not an owner or trustee of the property.

This person may have a proxy or be a representative of the estate. Ask for paperwork. There is a real possibility that this person should be allowed to vote. Be sure he understands what is needed to vote at the meeting BEFORE the meeting.
You don't want to deny anyone the right to vote.
