Except for election of board members, members don't get to "vote". You are certainly free to solicit "opinions" from members via email but that does not constitute a "vote" in the formal sense.

It depends on what the issue is, what your State laws are and what your governing documents say about voting on the issue.

It is possible that, instead of an actual vote, the President is collecting proxies. A general proxy would be authorizing an individual to vote in your place. A directed proxy would be authorizing an individual vote for you but to cast the vote in a specific way.

I do not understand your question? What do your By-laws state about voting procedures? Also, please note that Florida law requires members consenting to receive any information by electronic transmission.

Are you asking if the President can contact elected members of the Board of Directors online for their votes, or are you saying he is asking "Home Owners" who are not board members for votes????
