Our hoa never meets or communicates. The builder of our subdivision handles all aspects of the hoa, however he does not keep empty lots mowed on a regular basis and many lawns are weedy and need to be treated. I want to get something done about it and see of other homeowners would support me. What would be my first step?

Your first step should be to get a copy of your governing documents and see what the rules are regarding meetings.

Contact the builder and ask for a copy of the documents. If you don't get a response in a reasonable time, check with the clerk of the court where land records are filed, and get copies there.

Once you know when meetings should be help, work with the builder to make sure that the meetings actually happen. Usually just pointing out the rules is enough.
