A Regular meeting of the Board would be those meetings that are scheduled on a regular basis. Depending on the Association, it might be monthly, quarterly or an any other regular interval. A special meeting of the Board would be one that is called between the regular meetings.

To expand on Tim's comment, the agenda for a regular meeting is fairly standardized, such as:
Call to Order
Reading and approval of the minutes of previous regular meeting (and any previous special meetings)
Reports of Officers
Reports of Committees
Unfinished Business (open items introduced at and left from previous meetings)
New Business (new items to be debated and voted on; any new motion is permitted)
Adjournment
The above is a typical order of business for a regular meeting and is sometimes modified to suit an organization's purpose or custom.
A
special meeting is normally called when it is necessary to discuss and vote on an item (or items) that cannot wait for discussion and vote at the next regular meeting. In other words, the purpose of the special meeting is specific. Only those items that make up the agenda for a special meeting can be discussed and voted on. Any motion unrelated to the item(s) on the agenda for a special meeting are out of order.
