Our HOA is passing from the developer to the ind. owners there is 6 condos. The developer is renting the last 2 units because he could not sell them. Does he get 2 votes for these units.

I would expect the developer gets one vote for each unit he owns; the same as everyone else. The renters cannot vote.

You need to check your governing documents. Some are written so the developer receives x amount of votes per lot while normal homeowners only get 1 vote per lot. I've seen some documents that allow the developer to have 50 votes per lot, which allowed them to maintain majority control until all the lots were sold.
Therefore, your answer is in your governing documents.
