In Pennsylvania what happens when no one runs for the board & the current members, whose terms have expired, do not stay on? Thanks

Your members will be "led" by a judge, who will probably appoint a lawyer to run your HOA.

If you think things are bad now, just wait till that happens

Thank you - i did figure as much. I also heard that a board appointed by a judge/lawyer will also be paid. While residents are not permitted to receive compensation these rules are out the window. Am I close?

It's the CCRs that generally prohibit associations compensating board members (expect reimbursements for actual expenses, usually), not PA law.

However, that prohibition does not apply in cases where a judge would appoint a board, manager or receiver - they get paid.

If people don't step forward to volunteer, you might want to consider hiring a property manager. Make sure that the membership knows that this will require annual assessments to be increased. This usually brings in all sorts of volunteers.

Even if you do hire a manager, there will still need to be a board. However, the manager can take over most of the work and/or complaints so the board has less to do and the time requirement for a volunteer is less.

Bottom line, if no one steps forward the Association could fall into receivership.
