Our HOA currently has an Architectural Control Committee (ACC). It has been functioning in some form or another for almost two years but has seen many chairmen and committee members come and go. The most recent chairman rarely attended regular board meetings due to scheduling unavailability, but usually submitted a report (limited in scope and quite brief) which was received in advance via email prior to board meetings. That chairman also did not make it a practice to inform the Board or the community when ACC meetings took place. A short while ago, the chairman resigned and the committee is functioning with only two remaining members at this time.

I recently read a provision of VA Code in relation to another matter, and according to Section 55-510.1(A) Meetings of the board of directors: "All meetings of the board of directors, including any subcommittee or other committee thereof, shall be open to all members of record."

Should the ACC notify the board and/or community when it has scheduled a meeting (in order that such a meeting comply with VA Code above)?

Should the ACC be keeping minutes or any other notes/records when it conducts meetings (beyond just a cursory reporting of numbers that show applications pending/approved/denied, violations, etc.)?

Is there anything else a committee like this should be doing that I may be missing or have overlooked (related to notice of meetings; notes/minutes; etc.)?

Yes. The Association must comply with VA law. The Board is the one who must make the committee comply. That said, I will state that my own Association didn't post committee meetings until 3 years ago. Hopefully, now that it's started, it will continue. Our ACC holds meetings once every 4 weeks.

Minutes should be kept of committee meetings by the committee. Reports to the Board should be brief. Our committee actually reports the lot numbers and the item of any application that was approved. This way a secondary record is created by having it in the BOD minutes. The Committee should not report the lot numbers of those in violation if the issues are being resolved.

Nope. It looks like you understand the issues and what needs to be done. Perhaps you will volunteer to sit on your committee and implement these changes.
