Can a renter be a chairman of a committee, other the the Board of Directors, in an HOA? If the owner has given the renter use of all facilities and same rights as the owner, except for voting, can he or she be a chairperson on a committee?

It will depend on what the Associations governing documents say and how the person is selected. If the documents specify that you must be a member of the Association, a tenant would not meet that qualification. Even if there were no qualifications, for positions that are appointed it would be up to the Board. Depending on the committee, some will allow it and some won't.

Susan,

You are right about needing to welcome all volunteers. There seems never to be enough people to get everything done that needs doing. But I would want a renter to be a committee member, and not the chairperson.

A renter has a different set of priorities and outlook than a homeowner, and committee chairpersons will be making decisions that affect the entire community. I would want those decisions to reflect the best interests of the homeowners and members of the Association.
