Must the CC&R's be recorded in the state of Arizona in order for them to be enforced.

The CCR’s are recorded with the County Records. The Article of Incorporation is generally at the State level.
Yes CCR’s need to be recorded with local county records so that when property is sold and purchased they are attached to the property via warranty deed and can researched with regards to title insurance policies or other legal documents.
