Can the Board decide to remove an existing decorative trellis in a little viewed area rather than replace it due to financial concerns? The Declaration states that the Association, acting through the Board has the power to "Maintain, repair and otherwise manage the Common Property and all Improvements thereon in accordance with the provisions of this Declaration."

Sure, looks like they "managed" it.

If the HOA has no money to fix or replace something, often times you may find that something disappear. You could all take a vote to pay more HOA fees to keep that something, or cut expenses by going without something else, neither of which people want to do.

What was the trellis made of and for what purpose was it serving? You said "little viewed area" and if it needed replacing, I would say that the Board did a money wise move.

It is constructed of wood and located behind the front entry guardhouse. It serves no structural purpose. They have not yet removed it but are considering doing so.

Soooo your question is should they? Or may they. Yes they may and probably yes they should. Trellis' tend to look ratty when they age and it saves money not to replace it.

I see it as landscaping as opposed to "property" in the physical context.

Landscaping comes and goes.
