Our building currently has secured parking. Yet, there have been on going issues regarding with visitors parking in unassigned or rather
empty units spots.

How can this be enforced if. #1 the unit is empty and belongs to the deeded bank.
#2 our rules or ccrs clearly do not address this issue.

Sounds like it's an issue between the two lot owners and not one for the Association.

I would expect that the owner of a parking spot may allow their guests or anyone else to use the lot. The Association would have no knowledge if an individual allowed someone to use the space or not.

Personal opinion, unless the owner complains the Association should not become involved. If the owner complains, the association could possible tow the vehicle in question.
