There is a conflict in our documents here in Florida between the Declaration of Covenants and Restrictions that sets a time limit to 4 years capping assesment increases. And our Bylaws which have the same statement but do not address a time limit.

The Declaration of Covenants and Restrictions takes precedence over Bylaws. The Bylaws are not in conflict, just not as specific as the Decs.
