If majority of the Board Members are on the Finance ( all 3) and Architecture committees ( 2 of 3) is it necessary to post notice of upcoming meetings and minutes. Sterling Davis Code of Calif. states that Any gathering by two or more Board of Directors (to discuss and take action on any Association business) constitutes a Board of Directors Meeting.

By definition , yes. An announcement should be made as there are 2 or more BODs meeting on a topic that is related to the HOA.

Audrey - Board meetings are different from committee meetings. Board members who attend or participate in committee meetings have no special status. They are committee members (unless the board sends them there to chair)

So, for clarification, 2 or more members of the BOD can not get together to discuss community information? It has to be posted? But committees can get together to discuss their particular "area" of the community? What if the committees are made up of board members?

Most Committees don't have that much power. They can discuss and come up with a recommendation to take to the board for a vote of approval at a board meeting.

A committee of ALL board members? Sounds fishy to me. Why no input from other members? What committee are you talking about?

Many times, at the beginning of the HOA year, the committee meeting times are announced, i.e. first Tuesday of the month for the social committee.

That's about all the "Notice" that people need for committees.

Board meetings MAY be different in your state. Follow your state laws or you own documents as far as what it takes to meet "Notice" requirments.
