I have noticed that our community, like most others lack any cohesive or meaningful purchasing policy. That is, our boards and especially our property managers have no standardized method of purchasing or making honerable use of communal monies.

Our managment does not transparantly purchase or bid projects in a true "apples to apples" fashion....which is important.

We recently used a small firm, who know produces project materials/planning documents for all of our purchases over 10,000$

Made our life a whole lot easier...worth a look, great ideas and info on comparative purchasing and value on their site www.myprojectbid.com
