Who would I complain to if the minutes of our HOA AGM were a biased shamles?.

You mean shambles. If you are on the board you can vote against acceptance. If not you can complain at a meeting and/ or organize owners.

It sounds like if they are biased and shameless, they are not meeting minutes but a compiling of opinions and jabbering. Minutes state motions and votes, items that are to be handled, budgets and Board and association business. If you are getting more than that, then they should not be accepted as read. Complain to anyone who either writes them or votes to accept them.

Thankyou for your input. Very few motions are passed at the AGM but the minutes only show what the writer wants and not all the facts. Questions are minuted but no replies unless it suits. The majority of owners on our community are out of state owners and can not attend meeting therefore we need detailed minutes to keep us informed.
I have complained to the LCAM and will see what happens
