...other than send out our yearly bill to pay dues?

Mine seems completely worthless. HOA president says she needs resident signature in order to start charging fines and enforcing the rules. Is this something the management company could help with. I'm not sure what they purpose is and what they do.

MariB, the management company does whatever is specified in the management agreement with the association. That includes everything authorized by the Board from accounting only (which includes much more than sending out a yearly bill) to total management of everything allowed by the governing documents. If you want to find out more details for your association you can attend Board meetings and better yet serve on the Board.

I questioned the very same thing in my HOA---I requested a copy of the contract between the management company and the HOA---after reading the contract any other questions I had I went to the management companies office or phoned or emailed them my questions. But I also found that the Board also gives instructions to the management company on certain things so I also asked them questions and now have a better understanding to how it works. I also discovered there is different levels of maintenance in an HOA, so ask the board how your HOA is listed.

Our association manager also handles rental management for individual owners and if you have a complaint against a rental property he manages, you're kind of out of luck.

He also circulates the boards minutes and interprets them even on actions taken regarding allowing him to handle rental management on certain properties without amending his contract with the HOA.
