Years ago, our developer built a pool in our subdivision for anyone to join upon paying an annual fee. Later, after the pool had a history of loosing money and needing repairs, the developer turned the ownership to the pool to the HOA who continued to operated the pool by a annual fee membership. About 1/4 of the HOA members bought the annual membership.

Now the HOA plans open the pool membership to all HOA members and increasing the annual HOA dues to cover the expenses. They call it "Privatization"; however, since the pool was private to begin with the word "Privatization" does not fit.

What would you call this new membership strategy?

Actually what you are describing potentially should have happened when the developer turned ownership of the pool over to the HOA. If you look at your governing documents at that point the pool potentially in essence became part of the HOA common area owned and to be maintained by the association members. Now … I cannot see your governing documents and I am going by what in essence is a general rule for many HOA’s.

I guess if what I stated above is correct … you could call it making right what should have been in place from the beginning.

Words matter, and as a result it is advisable to choose the right ones in communicating. If the choice of "privatization" was an attempt to make it sound better to the membership this was probably mistaken. People tend to get annoyed when you try to confuse them.

The real question is whether enough people vote for this.

You are correct it has been common property. But requiring another membership purchase to use it.

The upcoming vote would increase HOA dues to all; however, the HOA would be "making it right" as they should have in the beginning of acquiring the pool.

I still think there would be a name rather than "making it right"
