What can I do to encourage the HOA board to provide needed exterior maintenance to community property? We have rotting boards, cracking concrete and other issues that I feel devalue our property. Board seems very reluctant to spend money on anything that is not emergent and also seems to balk at increasing dues or implementing special assessment and are not open to a reserve study. I like the people here and the board members but feel that there may be a conflict of interest between raising their own dues & providing appropriate maintenance to the community.

Why not have an "Volunteer day"? This is where the members/residents come volunteer to clean up and address issues. The HOA just has to provide the supplies. It's a good way to socialize and address issues. There may be people who are capable of doing various repairs who are interested in keeping up the values of their homes.

I used to do a volunteer day in our HOA on occassion. We could have a block party environment and work on various aesthetics of the neighborhood. The kid's really enjoyed it. They participated in many of the smaller items that got things done.

Volunteer to organize this volunteer day if the HOA is willing to get supplies together. If that doesn't work, be resourceful and ask the residents to donate extra items they aren't using or to purchase the items to get things done to avoid raising dues/assessments.

I like that idea and it would work for basic clean up of property, however, the work that needs to be done is more challenging. Replacing rotten building boards, decks and cracked concrete, fence replacement & so forth. Many people join an HOA so they DO NOT or are not capable of doing these things and they expect there dues to be used for such repairs. Plus there is the issue of insurance and covering anyone who may get injured doing such repairs. How did you handle the insurance issue?

Sometimes, the Board is just spread a little thin and might be willing to authorize the funds but doesn't have the time needed to go through the bidding process.

Therefore, talk to the Board and offer to chair a committee to identify the work required and then to solicit bids. The committee would then make a presentation to the Board with a list of priorities and recommendations on who out of the submitted bids should be awarded the contract.
