Should we list all violators in one violation letter with appropriate issues checked or use a generic type violation letter with the one owners name & address per letter (and appropriate issues checked)? There are 6 out of 55 single family homes with these violations.
Some of the officers feel we should list all the names on the same letter so no one feels singled out, while others feel we should have one name and start the letter with "The HOA Board of Officers & Directors has noticed numerous homes with lawns and/or landscaping that are not properly maintained as specified ...". We also plan to copy the exact statement from our CC&R to avoid any misunderstandings.

Buddy, I think it is important to send individual letters. We first mail a Couresy Notice advising of the restriction being violated and request prompt attention to correct the problem (photo attached as appropriate). If not corrected we issue a Violation Notice which states the restriction which is being violated, provides a deadline for correction, the time for which may vary depending on the problem, and advises on the consequencies (fine, legal action, etc.) if not corrected.

Individual letters is a must.

You should always cite the exact violation in the letter (CC&Rs, Article x, section #, which states "quote"). My association likes to include pictures when possible as well. This removes any doubt on why the Association believes that there is a violation. With the technology we just place the photo within the letter.

If you want to make it look like your being fair, just send the individual letters, and also note in the letter;

"your home has not been singled out, this violation letter has also been sent to 6 other homes in the HOA"
