Also, if there are 35 units, does a notice have to go on each unit's door or posted only in the common areas?

Confused a bit. Does the HOA control the water? Is this a planned water outage? I would say the people shutting off the water usually notify people effected. It's always good to notify people. To save on cost you may want to post in an area that's unavoidable like a entrance/exit or shared area.

A pet peeve of mine (and Post office) is people putting notices inside mailboxes. This is ILLEGAL. NOTHING goes into a mailbox without a stamp on it. I know many people who are soo used to getting advertisements/notices in the mail they don't realize this is against the law. Try to give the notifications in a better matter if possible.

There is only one water shut-off valve for the entire building, so when any minor repair to plumbing requires the water to be off, the entire building is affected. Such a pain and terribly inconvenient for all the tenants.

You should give a notice to each so they can stockpile buckets of water and get through the day.

I would place a notice in the common area and tape a notice on the door of each affected unit. This is only common courtesy and, if your unit was affected, something you would want to be informed of by a note on the door.

The notice should explain the work, when the water will be shut off and the expected time the water would be back on.
