Is the BOD president or committee chairs required to answer e mails from HO's concerning board and/or association issues? Required no, however they should even if to only acknowledge receipt. You also have to take into account that these are volunteer's and what you consider a timely response is not necessarily so.

Are they required to provide records when requested? Yes, see your applicable State HOA law or non-profit corporation law as to what records are required to be provided.

Neither is “required” to answer emails. Both are required to properly take care of association business within their proper meetings conducted. In some states the board/officers must be careful what is conducted via email due to open meeting statutes. If you have concerns I would suggest letting the board know you would like to be added to the next meeting agenda and present any questions at that time. This insures that items are properly noted in the meeting minutes and which protects both the board/committee and homeowners in having said information in proper written documentation. However, as Glen stated they should at least acknowledge receipt and maybe a sentence stating it will be added to next meeting agenda or letting you know you have this option.

Are they required to provide records when requested? Yes … and as Glen stated the state statutes will describe information to be provided and request methods. You did not state whether you were Condo or HOA; therefore, I did not research the statutes.
