Has anyone had any experience with a member renting out a room in there home; the board says this is a violation of CC&R's; and there is no mention of it in our CC&R's; says you cannot run a commercial business.

Its likely not allowed. Check your CCRs. You could just deny it. Its impossible to prove, unless you tell them your renting a room, lol.

Is this a single-family home?

How is it known that the homeowner is renting? Is it possible that the homeowner just has someone staying with them and isn't receiving payment? Or is it confirmed that there is an agreement in place between homeowner and renter and the renter is indeed paying rent to live in this home?

Just a few questions to help make things a little more clear so additional responses and perspective could be provided.
