A previous Board set a casual precedent to "appoint" committee members by putting everyone's name in a hat and drawing names.

Doesn't Roberts Rules have specific rules about appointing committee members?

Can't the President/presiding officer/chair do the appointments? If so, how is that done?

Are there other ways to make appointments?

Thanks for any helpful advice.

Your bylaws may have something in them about making appointments.

Sometimes the president appoints a chair, who then gets his/her own members. Sometimes the president appoints all members of a committee.

Some committees are listed in the bylaws as being "standing" i.e. required and always there. Some are ad hoc and serve a certain purpose, and then are disband.

Some bylaws require committee members to be members of the HOA, some don't.

If there are no instructions in your bylaws, someone can motion for a procedure and/or guidelines or qualifications.

It is important that anyone appointed to a committee bring something to the cause: experience, expertise, and wilingness to serve.

As Susan pointed out, there are many methods to appointing committees. I would suggest that you draft up a proposal on a procedure and submit it to the board for approval and implementation.

Be happy you have enough volunteers that you pick and chose.My Association is actually down to the point of accepting anyone who is willing to volunteer as there are so few who do step forward.

We've been told by a new management company anything to do with appointing a committee must be done in an open meeting...that an HOA Board doesn't have the right to organize one without doing this first. A "call to serve" must be established first in an open meeting. There is nothing in our bylaws regarding use of a committee other than Architecture Control Committee, which is independent from the Board. This new management company also says it's okay to have a Board liaison serve on the ACC, which makes it NOT independent.
