If the Secretary resigns, then an hour later (still ostensibly acting as Secretary) submits minutes and other work-in progress documents for consideration at an upcoming meeting, can those submissions be accepted? [FYI, following the Secretary's resignation, the President and Treasurer resign the next day. Interim elections were held and now the new board President is trying to pick up where things left off. Can the new board approve the previous board's minutes even though they were submitted by a resigned Secretary?]

Kelly, while the current Board may not have been present at the last Board meeting they are the only ones who may approve those minutes (the new Board members who were not present may chose to abstain). If desired, the current Board may pass motions which alter the approved motions made at the last Board meeting.

The CC&R's has the responsiblities of the officers in them. You may want to review that section. Our documents stipulated that the President could NOT act as Secretary. Which means they could not officially publish any meeting notes or other duties of the Secretary. My secretary moved out during my tenure and was unable to appoint/elect anyone else into that position. So all the notes I posted about our meetings were "Unofficial" and NOT stamped by our corporate seal.

I would say since it was an hour after they quit, then those meetings notes should still be good. They quit during a meeting I assume. They can't physically get everything together to turn over until after the meeting. If you have ever been fired or quit, they still let you finish up your work. This is just finishing up their work in my opinion. It may have been better to have it done before or at the same time they quit. Doesn't make the work less relevant.

With the expectation that the individual was there for the meeting and took minutes, then yes the minutes can be accepted and voted on to approve or amend then approve. It sounds like the individual took their job seriously and felt obligated to finish any work they started. Thank them and then move on.
