Are there "rules" which prevent multiple candidates who wish to form a "bloc" from checking their individual names on the proxy ballot (in VA)? Ballots would be mailed by homeowners to the HOA office/"Election Committee" or collected on-the-spot from candidates. Thanks for your insight and comments.

Virginia statutes provide for voting "in person or by proxy". Beyond that, there is no detail in the laws. You will need to review your governing documents (CCR's, bylaws) to determine if there is anything more specific regarding proxies for your community. If not, IMO, there is nothing to prevent a "bloc" of candidates from soliciting proxies with proxy forms already pre-filled with votes indicated for the bloc. The members can use that proxy form if they support all the candidates in the bloc or they can use the proxy form provided by the association to indicate those they want their proxy to vote for.
