Our Association's Bylaws state that all regular and special meetings of the Board are open to the membership and that all meetings aare to be conducted in accordance with Robert's Rules of Order. One member of the community at our townhall meetings ( we have these sessions to allow members to ask questions and make comments) stated that in her experience, that when a roll call vote is taken, the presiding officer (usually the president) only votes to break a tie. any comments?

We have talked abouth this several times: UNLESS your bylaws or other documents say differently, in smaller boards, less than 12, the president can make a motion or second a motion, and/or vote just like any other member.

A majority vote of the board can require that any motion be voted by secret written ballot. The president again votes.

A tie vote means the motion does not pass, since no majority is indicated.

If documents say the presiding officer does not vote, except to break a tie - he/she CAN vote - but is not obligated to. This process is announced before the vote is taken.

Sorry - I missed the roll call vote thing . . .

RONR says:

"The roll is called in alphabetical order, except that the presiding officer's name is called last, and only when his vote will affect the result.
RONR - 10th edition, page 406 - Rules of Order
