Does a president have the power to dissolve a committee such as a voting committee that performed one voting session that was appointed by the Board? Florida

It's going to depend on your governing documents. Typically any committee that is created by the Board can be abolished by the Board. Any member appointed by the Board to serve on a committee can be removed by the Board.

The president is typically the spokesperson for the Board but doesn't make those decisions on their own unless:

a) the governing documents give that office this authority
b) the Board gave that office this authority
c) the president is also the developer who controls the majority vote of the board (even then a meeting should be held to document this decision but if they control the majority of the vote it won't change anything).
