Our HOA Community has never received a financial report just a budget and never had an annual meeting. Is this illigal(SC)?

How many years are you talking about? You might call your Office of the Attorney General. Some states have AG's that are more helpful than others.

Contact your board secretary and request the minutes of THEIR meetings.

Request time on the next board agenda to discuss WHY there has been no annual meeting. (perhaps there has never been a reached quorum)

What does your bylaws say about setting the DATE for the Annual Meeting?

The annual financials are ususally mailed out with the agenda before the meeting, along with the financials.

In any case, as a homeowner, you are allowed access to all the financials. Ask for copies at the meeting.

HOAs/POAs in SC follow the same laws as non-profits in our state. Find your CCR's. Ours covenants/bylaws are very basic but they still mention an annual meeting of the members.
