I am on the Board of a 40 unit condo complex which is a 4 story building. We recently had a roof leak that resulted in some damage to the walls and carpet.Is the HOA responsible for these expenses, or should damage to the interior of the unit be the responsibility of the unit owner?

IMO that would be the responsibility of the property. As the roof should be maintained by the property.

A roof leak does not mean someone is at fault. Things happen.

Without looking at your condo docs, I would "guess" the HOA (or insurance) is responsible for the roof, maybe the walls, and you (or insurance) are responsible for your own carpets.

You really need to look at your docs. Does it say "how responsible for walls out" This would typically mean the HOA would repair the drywall and wall, but not paint/finish them. Carpet is likely your expense.

In addition to the above advise, make sure that you if you have a HVAC unit on the roof that the water was not coming from the HVAC unit or the close perimeter. This last year, several of the leaks coming from the roof at my associations were coming from the old HVAC units since they were not properly sealed.
