There are approximately five states that have a two-tier system for renewal of a CPA license. Nebraska and Florida are two of which I am aware.
Not only is a fee required for the actual license "renewal" but the applicant must also show proof of meeting the "Continuing Professional Education" (CPE) requirements and it may require courses in ethical behavior. The actual license fee would be in the 100's of dollars. If the requirements for CPE's was 100 or so hours every 2 years, the cost for the courses/seminars/lectures etc. could very easily run up to a total of $5,000 (even more)
Additionally, had this person let his CPA license expire for a considrable period of time, there could be a need for re-instatement fees and the CPE requirements could be substantially higher. You might want to check this out at your state licensing website.
Having said all that....

A position for a HOA "bookkeeper" should certainly not require CPA credentialing, IMHO.
