Started to compile a list of rules for our rec center and was wondering if anyone had their 'list' of rules or link to one. I've done a search but couldn't find one on the community resource library.
Will be no drinking. There is a small kitchen and fire place.
Would you give out keys to every member if its to be used freely(of course) or limit it for parties only?

Thanks for any help and again, this board is great.

Rick, we have a clubhouse that members can rent for parties, just a small fee to cover the cost of the person who cares for it and electric/gas for heat/AC. This is where we hold our meetings and is open one night a week for people to gather, play cards, gossip, etc. Only Board members, the clubhouse coordinator & MC have the keys.

The other side of the building is the exercise room which all the Homeowners have keys to and may use anytime of the day or night. I posted the rules we use, maybe they can get you going. Remember this works for our Association but might not for yours.

P.S. We also made sure it was ok with our insurance carrier. We allow alcohol but it is strictly BYOB and the homeowner who rents it is responsible for any and all damage caused by their guests.

I hope you receive the advice you are seeking. I’m new to all the “dos” and “don’ts” of an HOA.

I’m jealous! You have a club house and apparently your residents have enjoyed it. I can only wish we had the space, and money apparently your community has.

• A few of my concerns would be issuing keys to all homeowners wouldn’t be a good idea. We have a magnetic key card which can be turned on or off, with a click of any of a single key on a key board. Which can control the entry of such center as well. ( current on assessments)

• I would also have any resident sign a waiver saying they and their guests are responsible for any damages to the establishment, themselves and to any other person(s) from the time they have entered. (These magnetic key cards show time of entry and departure)

• It is an added expense, but I would have security survanience cameras set to record motion for a 24 hour period. You may only need one but with good clarity and the ability to view action even in the dark.

• I would require proof of insurance for any parties or renting of this club house. (Wow what a huge liability)

I’m anxious to read what other advice you receive on this topic.

If your rec center consists of just a clubhouse, then you wouldn't need all the rules we have. We have rules for the tennis courts, rules for the basketball court, rules for the pool area and rules for the clubhouse.

Our clubhouse meeting room is used for Board meetings and parties only. Members can rent the room for $ 50 on a first come, first served basis and have a seperate rental agreement that they must fill out. They also send in a $ 200 security deposit that is returned to them after they return the key.

Whether it's used freely or reserved for parties only is up to the Board. In our case, we have over 350 families, so that's over a thousand people who would have access to the room if we just let everyone use it any time, not counting any guests that they might bring with them. The occupancy limit of the room set by the Fire Department is around 70 people, so we'd have no way of enforcing that restriction if everyone could use it.

If your HOA is small and the room has amenties that people would use, television, pool table, exercise equiptment, whatever, you could always start by having "Open Room' nights to see how it's received and get feedback from the members. It may turn out to be very well received or no one may use it, you won't know until then.

Not sure if you're HOA could afford a security camera system, but it could be a good idea if you decide to open the room to everyone. They are surprisingly affordable now, and are a good investment. We have a large system since our rec center covers over two acres, including a camera in the meeting room. I always point it out to people renting the room for parties and people are usually on their good behavior when they know everything they're doing is being recorded!
