A Voting Representative is a person designated on a Voting Certificate which establishes who is authorized to vote for a Parcel owned by more than one person, including a husband and wife, or a corporation

This just means that one person is authorized to cast the ballot in an election (the "voting representative"), instead of having all owners sign. For example, the wife may be designated as the rep. to vote, or the husband could be. The certificate can be changed if the owners decide to do it differently in the future. If a corporation owns the property, the certificate designates one person as being the voting representative. I'm in FL and we use this system. I don't know what other states do.

Thsi means that the voting representative will be voting in place of the designated voter of record. In other words, the owner or owners. Yes, 1 vote for each lot or parcel. 1 vote!!

In Florida, that will mean that the voting representative will vote ONLY on the issue that the proxy is designated for. Proxies are given for each and every time an issue is voted on (if allowed by the docs). Each time the proxie is issued, the voting representative must sign a new proxy.
