Both my sister and I own the condo in South Florida,at the moment she is living in the condo where I live in another property in South Florida, too. I am a 40 minute drive from the property, my question is: can I become the President or does the person have to live in the property in order to manage the HOA?

The present HOA manager or president is doing a bad job in managing it.

That would depend on the By-Laws (and yes I saw your post about not having them) and whether or not occupancy is a requirement to be on the Board.

This will depend on what your governing documents say. Do they say members of the Board must be residents?
