i voluntered to collect the monthly fees and pay the bills. At the end of the year we have about
20% of our total income left in the checkbook. No reserve fund. No actual budget made. i have no clue on how to make one nor do i want to. The builders are the bod. Almost certain they are not up on HOA rules. The question is 'If you lived here would you stay or run?'

I believe that if I chose to live in a place, for whatever reason, and actually liked living there I would do what I could to make the community better. Depending on who you ask, they might say the community would be better if I left ;-)

Things will only get better if people become involved. This is especially true for any Association. You have already stated that you have no desire to get any more involved then you are. Therefore, you are hoping that your neighbors will feel differently.

Granted, when a developer has the controlling interest in a development things are typically ran differently. I'm not saying that this is the right thing to be doing. I am only acknowledging a fact. The real work will come when the Developer transfers controlling interest to the homeowners.

At that time you and your neighbors will have another decision. Will I get involved in running the membership or not. If there is a majority of members who chose not to become involved then the it will only be a small representative of the community who will make the rules and decide how the Association will be ran. Perhaps you might even revisit the question you posted, since you do live there - should you stay or should you run?
