Our community is 200 single family dwellings and 90 townhomes. There are two hoa's, one for the master community and one for the townhomes. One officer who is past due on both hoa's is an officer of both hoa's. Don't you have to be current on dues to serve. "member in good standing" per governing docs...????

What do your CC&R's say on the subject? You have them, we don't, if there are qualifications in them and this person is in violation then it should be brought up to the Board. If there are no restrictions against it then the person is not in violation, no matter how much we agree that it is wrong. If there are no restrictions then there is nothing short of recalling the person to be done. If there are no qualifications currently in place, you should work with the BOD to implement them.
