Here is the problem. The President of the H O A called a resident to inform them that she was sorry for not printing a request for the News Letter requested by the home owner. The home owner tells the President no problem, but then asked who was hired to do a partictular job for the HOA. The President tells the resident it is a secert, but after some interagation by the home owner she says it was her husband. Did the Hubband get paid was asked and all hell broke loose and the Home owner hung up.The President had just become very upset and adjacted. Latter that evening the President sitting in the front seat of her husbands car. Stops the car in front of the Home owners residents and tells the home owner to get out of his car. He then threathens the home owner to never to call his wife the President and calls the home owner ever name in the book unfit for a Vergins ears. The President sitting in the front seat is looking out the car window with much satifaction on her face.
This is not proper of a President is it? How should this be handled by the Home owner? Should there be a hearing on this and brought to the attention of all the board members? How should the Homeowner proceed at this point?

Per your post, if the individual felt threatened, they should contact the police.

As for the conflict of interest in the Board hiring a member of a board members family to do a job, the should be handled in accordance with your Associations Governing documents.

if someone threatens you ... call the local police and file a complaint

if someone violates the bylaws of the HOA ... call for their impeachment

be prepared to do their job BETTER than them

in other words: s**t or get off the pot

or

lead the parade or get out of the way (more polite)

Just curious what is your role in all of this?

Were you involved? Were you there when this took place?

Under the law calling people nasty names is more than likely not a crime. What exactly was said by the President's husband?

If you were not involved what is your source for what took place?

The president was wrong to start discussing board business outside the meeting.

"You can find out all that at a meeting or in the minutes of the last meeting" would have covered all that.

(Hopefully, the motion to approve the hiring WAS in the minutes or decided by committee)

Anytime anything like this happens, it's out of the HOA control. You MUST call the police. You must file a complaint with them. The Board President was wrong to discuss information outside a meeting as well.
