We have a Personnel Committee that has justed experienced a vacancy. Does the President have the right to appoint who he wants on the committee, or do the remaining committee members have anything to say about it, or the Board?

If this isn't covered in your Associations governing documents, typically the Board (not just the President) would appoint committee members. IMO the board would strongly consider any recommendation from the committee itself.

Sometimes, depending on the level of involvement from the membership, the Board will appoint anyone who is willing to volunteer.

Whomever appointed the committee, fills vacancies. So the president would fill that post.

However, sometimes the president can appoint a committee head (chair) who turns around and finds his own committee members. That would be repeated to fill a vacancy.
