If you are not a member of the Board of Directors, you would make your issues known to the Board. Preferably in writing. If the members of the Board are not responsive, you bring the issue up at the next annual meeting so other members are aware of the issue. If the members of the Board are still unresponsive, support should be gathered and different board members should be elected who would be responsive.

If you are a member of the Board, you first attempt to resolve any issues with the management company itself. After all, they work for the Board not the other way around. If you cannot resolve the issues to the Boards satisfaction the existing management contract should be reviewed and at the soonest opportunity, bids should be solicited from as many companies as possible. The board would then discuss who to hire and respond to everyone with appropriate notices that their bid was accepted or rejected, thanking them for their time. The board should then award the new contract to the company selected.
