If a Board wants to assume responsibility for maintaining landscaping on private property, because it is an entry to the community, can it do it? If so, can Board do so by majority vote Or, do members need to vote? The CC&R's specify that homeowner fees only be spent on maintaining common areas. What are key considerations/potential pitfall in taking over maintenance of the property?

Why is the entry to the community on private property? At any rate, if the board thinks it's practical to maintain this area then they should have the authority to make that decision. Although most CCRs state the assessment is for maint of common areas in many cases the HOA is also resp. for maintaining city/co. roadway easements. Are you certain this isn't an easement area
