on write in names, if a person gets 1 to 10 writeins do we have to accept them as elected when our membership is over 400

I think if they get the most votes you do, but normally you would need to have a quorum to meet for the election to count. If yours was 10%, then you would need at least 40 votes/proxies cast in the election.
