Sounds like it is time to vote some different board members in. Or go to court.

The very worst thing an HOA member can do is to withhold paying their assessments in protest of the board's actions. I know a person who was embroiled in a court case with the HOA and in protest placed the assessments in an escrow account. As a result she almost lost her home and several other homes she owned in the HOA. Not paying the assessments equates to being delinquent. Not paying your delinquent account means the assn can place a lien on your property and also foreclose if the lien remains unpaid.
