is it required by law for hoa to post signs on grounds , to state no head in parking , no parking between hrs of 1am to six pm or you will be towed . permit required to park here between the hrs of 1am to 6pm , i am in village green los angeles ,ca 90016

According to your Rukles and Regulations, 3b state no head in parking and a fine an/or tow will occur. 3a states no parking bewteen 1-6 am or fine and/or tow will occur. This rules and regulations have been effect since 1/1/05. I would look at the front or exit of your complex for any parking signs they may have. Actually the rule is you must head in park because the parking permit is supposed to go on the rear window. I would imagine someone tours the lot in the middle of the night to enforce the parking regulations. Sorry but I didn't know it was a rule ranks right up there with telling a cop "I didn't know it was against the law." Unless this was your very first night in a new home, then I could understand how you wouldn't know and you might be able to appeal to the Board about the fine. Its not the HOA's responsibility to sit you down and personally explain every CC&R to you. Especially since the info is on the website (Thanks Richard) and you obviously know how to work a computer since you post here.

Some states have laws that require towing signs on private property. I don't know what the law in CA is. I doubt there is a state law addressing "head in" parking; however your CCRs state all vehicles must be parked "headed in" in all open court areas. I find your parking rules to be rather explicit. Exactly what is your problem -- were you not aware of the rules or don't you understand them? If these rules are contained in your CCRs there is no reaso why you should not be familiar with them. On the other hand, if they are board adopted rules then they should have been sent to all the members of the assn. If this was not done then you have a valid complaint for violating the rule.
