If there are leaks in these pipes that go to individual homeowners' homes but the pipes run under common area with easements for utilities, would it be the responsibility of homeowners or the HOA to repair?

Generally the responsibility should be spelled out in the CC&R's. For instance I live in a condo and I'm responsible from the shutoff valve in my unit to the drains, the Association is responsible for the rest. Or did you mean community pipes that run under one house on the way to another?

It would depend where the repair needs to be made. What type of buildings are these? Stand alone, condo, villa, shared roof untis? Your documents will spell out who is responsible for what. In my 2 unit villa HOA, where the pipes T off outside, is the determining point. Inside the T is mine, outside of it is the HOA. The T is located just inside the common sidewalk so that is about 15 feet of my pipe and responsibility. Everyone is different.

These are single family homes clustered around area with utility easements and right of ways for ingress and egress. Water pipes go directly from individual water meters to each home; they traverse through this area. So water pipes service each individual home but are under territory that is shared by all homeowners in terms of use and enjoyment.

We have a similar setup as yours. We are a gated community of over 300 homes. We have had issues we water leaks at the meter where it runs into the homeowners property. From the meter to the house would be the homeowner, whereas from the main valve to/and including the meter is the responsibility of the HOA.

Leak is in line between meter and house. Line goes under area that has utility easements and right of way that is open to all.

Again you need to check your CC&R's but I would guess that since it's between the meter and the house that it would be your responsibility.
