The Board has the same choices as a homeowner does. Just as you can chose to repair a car that has bad brakes now or later, a BOD can chose to repair items around the community now or later. Just as you are taking a chance that the car's brakes could fail and cause an accident, the Board would be taking a chance that, in this case, it won't rain hard or long enough for the leak to cause damage. There are consequences for these decisions you or your BOD would have to live with by making a wrong choice.
I would suggest sending a certified letter to the Board informing them again of the leak and that if not repaired you expect them to pay for any water damages caused by the leak. Sending it certified starts the documentation process if you need to take further action.

Oh and also we have a property manager who does absolutely nothing, and I mean nothing for her monthly fee. Our president refuses to fire her.
The property manager works for the Board. If you believe that the property manger isn't fulfilling their duties, you should inform the Board. If the Board does nothing to correct it, you should exercise your voting power to vote against them in the next election or consider running for a seat on the board yourself.
