Would it be a wise decision for a Board to hire an unlicensed, uninsured contractor to do work on common property.

For many projects we hire unlicensed contractors because the type work is not licensed by any agency. But you do not want to hire any contractor, licensed or unlicensed, who does not have proper insurance.
