Our MC said that changing/ammending or CCR's would be very expensive to change so they usually wait for a number of changes to 'build up' before its done.? Is this because it need to be read by a lawyer?

Rick, it can be difficult to get sufficient approval to pass an amendment to the CC&Rs. I would not recommend doing it until there is an important need. It is not necessarily expensive; it depends on the effort involved and whether or not an attorney is used. We have done it several times, without an attorney, with expenses of a few hundred dollars.
