Yes, absolutely unless there is a provision in the CC&R's requiring one. HOA's of all sizes are self managed.

Yep, unless the board members cover their late dues in the financials so they can't be seen. Board members at least in our place are way behind.

I don't know what your remark has to do with this thread. However, I am interested to know how a board member can cover up his delinquency in the financial statement. BTW, some bylaws have a provision stating a board member is automatically removed from the board if delinquent 30 days or more. Yes, that is removed from the board, not just their officer position.
